Hi,

yes, you sent me an e-mail on 11/12, where you told me to address my
concerns with having lost confidence with the Police Department with the
Police Department.

And makes no sense to me really.

And I sent this e-mail again on 11/12, which I didn’t recieve an answer to
before yesterday:

‘ Hi,

thank you very much your answer!

But the Standards Unit don’t even know their own e-mail address.

And when I go there to discuss the complaint against the Police, then I’m
being harassed.

I’m not sure if it’s right that I should go back to the meetings with the
Police then.

I think that would like saying that I liked to be harassed, and thats not
what I mean at all.

Do you understand what I mean now?

Thank you very much again for your answer!’.
And today I got a letter from your collegue at IPCC; Lynne Overend, telling
me that the Merseyside
Police have applied to the IPCC for a dipspensation, to not investegate a
complaint, since I haven’t
answered the letter send to me on 23 November 2007 (which I didn’t recieve)
or the final letter
sent on 03. December 2007 (Which I did recieve).

I sent an e-mail to the IPCC on 5/12, where I asked what I should do
regarding the letter from the
Police from 03. December, since I had lost a bit of confidence with the
police, like I wrote in the
e-mail from 10/11.

In the email from 5/12, to Joanne Fitzgerald, IPCC, I wrote:

‘I’m wondering a bit on how I should go forward with these letters, since,
like I wrote to you on
10/11, I have lost a bit of confidence in the Merseyside Police, due to the
problems mentioned
in my e-mail from 10/11, with the problems conected with the way my
complaint from 3/5, and the
appeal from 26/8, have been dealt with by them, and more.’.

I still don’t think it’s right that I should deal with the Police
Department, when I’ve lost confidence
in the Police Department.

And now, the time-limit for answering the Police Department on the mention
letter has passed.

And I think this problem, on how to deal with the letter, should have been
made clear by the IPCC,
by now.

So I’m going to complain about this, to the e-mail address you mentioned.

Also, I’m beginning to wonder if these complaints aren’t linked, so that
they should be investigated
collected?

So I’m going to bring this up as well.

Also, I’m going to send a copy of this e-mail to Lynne Overend, since she
sent me a letter, on 31/12,
which I recieved today, where she explained that the Police Department wants
to not investigate the
complaint, since their letter (which I have asked the IPCC for advice on how
to deal with on 5/12),
haven’t been answered.

So I hope that this is alright.

I think it’s fine to get this made clear, since I did bring up several
issues in the e-mail I sent the IPCC
on 5/12, and then I think all of these issues should be addressed.

Even if Fitzgerald have joined another department, I think that all of the
issues mentioned in the letter
should have been addressed by the IPCC.

So there must have been something that has gone wrong here.

So I’ll bring this up with the person you mentioned, that deals with the
complaints, and also with
Lynne Overend, who sent the letter from 31/12, which I recieved today.
