And the Landlord haven't let me have a contract, since the first 6 months, or something.
(I've lived here for 5 years, in July).
So I don't really know what the rent is supposed to be.
So the mentioned arrears, from the Landlord, that Mr. Nugent also refer to, are questionable, I'd say.
And Mr. Nugent at the Council referers to this phoney arrear-figure, to justify something he later calls 'safe-guarding' against me.
When I really want the Housing Benefit to be sent to me, so that I can deduct a bit, when the Landlord don't do repairs.
(Like I have to do a lot of electricity-work etc., in the bath, that I haven't even got to report, because the Landlord haven't fixed other stuff, like the boiler and washing-machine, etc).
Also, I had to buy a new washing-machine, from Argos, since I needed clean clothes, and also dish-washer, and furniture, since the wash in the kitchen is an unhygienic plastic-type, with knife-cuts in, (someone tried to kill themselves due to this landlord probably), and the flat was supposed to be fully furnitured, but when I moved in, they used night-tables, (bed-room furniture), in the living room, and it's leather sofas, which I'm not use to, who get easily worn I think, (I'm not an expert on leather sofas).
So I've had to use some of the housing benefit, to buy a washing machine, and furniture and dishwasher.
Since the Landlord don't do repairs, on time.
Two years to fix a boiler!
Then they can't expect to get all the rent, I think.
This Mr. Nugent haven't put any consideration into.
And I'm a business-man etc., I don't want this on me, that the Council have had to 'safe-gard' against me.
This is just dum.
This is not fair process.
And that's why I hope I can bring this to the County Court, because I think I have a better chance to get justice there, than in this 'Kafka-process', from the Landlord and the Council.
Sorry that I'm writing many e-mails, but I have nowhere else to live, so this is a bit on my mind.
Housing is a basic need, I remember from when I got my marketing-diploma, and I also run a well know blog, in Norway, and I'm setting up an e-business, and working on my CV, so that I can get a top-job, (I'm on Ladders, etc)., and I'm also working on my UN-case, since I'm a refugee really.
So I suspect that there could be some 'power-guys' behind this eviction-process against me, as a political process, or something.
So I don't want to have to move eighter, because it will disrupt all the things I'm working on.
I of course don't want to live on the street eighter.
Since I'm on Ladders, and have a high income-potential, the Landlord should know that they'll get their money, so they are just unreasonable, I think.
This is like in the old Soviet, where they said that people who were standing up for their rights, etc., where insane.
This is like something Stalin would have done, with plots with the Housing Benefit at all.

The Landlord first said the rent was £520 pounds a month.
And I tried to pay that, when I worked for Arvato, in the Cunard Building, on behalf of Microsoft.
But then I was self-employed, on behalf of Packaging Europe, in Norwich, and then I was under-paid, and sometimes couldn't afford to pay all the rent, but at this time, (in 2007 and 2008), also the boiler wasn't fixed even if I reminded the Landlord many times.
Then, I was unemployed, at the end of 2008.
And then the Council didn't want to pay the Landlord £520 in Housing Benefit, but set the Housing Benefit to around £330. And at the beginning of this year, I think it was, this war reset to around £390.
So my arrears from last year, which the Landlord and the Council use as excuse, to patronise me, and Mr. Nugent at the Council now calls it 'safe-garding'.
That's insane, I'd say.
Because those arrears are due to that the Council don't think the rent should be more than around £330.
So Mr. Nugent, at the Council, must be a mafia-guy, or something, the way he twists on it, I suspect now.
So this is just a constructed case, I'd say.
On top of this, the Landlord just mess with me, and don't repairs and lie about the garbage-throwing arrangement.
And don't stick to procedure, (the don't have a possessioning order), when they want to throw me out.
So this process is just a joke, from the Landlord and the Council, I'd say.

Government have no respect for me, and have just been fucking me around for years.
I'm just going to by a new axe, and kill anyone who goes into my appartment or try to change the lock.
It's the only way to stop this madness from the governments of Norway, USA and UK, etc., I think.
You at the County Court now have a choice, do you want to tell this landlord or undercover cop, or what he is, to stick to procedures, or do you want this to escalate in the way I've mentioned above?

this Landlord wants to throw me out, without a possesioning order.
And they have done disrepair, like not fixing the boiler for two years, and not fixing the washing machine.
I've therefore kept some of the rent, and now the Council, (Benefit Officer A. Knight, in a letter from 16/3), is patronising me, and says the Council have to send the Landlord the Housing Benefit directly, since I have arrears.
But there's a reason I have arrears, I have a big case against the Landlord, for many instanses of disrepair, lying about the garbage-throwing arrangement etc.
I would have wanted to settle it in court, how much I owe this Landlord, or they owe me, before the Council starts messing with my Housing Benefit, and patronise me.
I'm a business-man, an academic, an IT-expert, a commerce & office, marketing and Information-management expert, I'm an infantry and home defence veteran from Norway, I've been in politics, in Norway, I'm an earlier shop manager, I'm a shooter.
(And now also a refugee and blog-writer, from Norway, since I don't get my rights, by the Norwegian government, after overhearing I'm followed by the 'mafian' there, (noone wants to tell me who this mafia is), and after someone tried to murder me).
And I don't like to be patronised like this.
Like the Council and the Landlord are doing against me.
I want to settle this in court like adults and civilised people.
I hope the HM County Court can please advice me how I should go forward, to settle this in court and not in the stair-case of Hope Chambers.

I read on your blog you are trying to postpone the kick-out, however this idea of yours will never work. I have many years experience handling bad tennants, and the same tactic is used every time(quoting a law paragraph, hardly any relevance of the situation).
I hope you find a new place in Liverpool. I don't understand why you don't look for a new place, as I doubt you want to be homeless or live in a church.
