Hi,

you mix this up you air-heads.

It’s one council tax case and one eviction case.

And you mix them up.

I don’t really trust your institution eighter since you too didn’t reply to me in the days before I was evicted.

Dear Mr Ribsskog

Our reference: EN-115058 (please quote in any future correspondence)

Thank you for your email of 24 October 2011 regarding your complaint about Liverpool County Court (the Court), part of Her Majesty’s Courts and Tribunals Service (HMCTS) to the Parliamentary Ombudsman.

You explain that the Court sent you a summons, relating to issues surrounding Council Tax payments, which you never received. You also complain that the Court have failed to respond to your emails in relation to this matter.

As I have previously explained, the Ombudsman usually deals with complaints after the complaints procedure of the department concerned has been completed. From the information you have provided in your email, it appears that your complaint has not yet completed HMCTS’ complaints procedure.

I understand that you sent your complaint by email to the Complaints Correspondence and Litigation Team (CCLT) at HMCTS who have passed it back to the Court to consider. This is because the Court is the first stage in HMCTS’ formal complaints procedure and they had not been given the opportunity to respond to your complaint. We are therefore of the view that the best way ahead would be to wait for the Court’s response to your complaint.

If you remain unhappy following the Court’s response to your complaint, you should then escalate your complaint to the Senior Court Manager. The Court will be able to provide you with their contact details.

Following this, if you remain dissatisfied with the Senior Court Manager’s response to your complaint, you should then re-approach the CCLT in writing with your complaint at the following address:

Complaints Correspondence and Litigation Team
Zone C, 1st Floor
102 Petty France
London
SW1H 9AJ

If, after receiving the response from CCLT you remain unhappy, you can then re-approach the Ombudsman. However, only an MP can make a complaint to us (on your behalf) about government departments, agencies or organisations. We cannot investigate a complaint until an MP has asked us to do so.

You can find out who your constituency MP is using the following website: www.parliament.uk/mps-lords-and-offices/mps/ or by telephoning the House of Commons Information Office on:
020 7219 4272.

To help your MP understand your complaint, you should give him the following information:

an explanation of what the problem is;

a brief history of what happened, and when, including responses to your complaint so far;

copies of the letters and papers which are relevant to the complaint; and

details of what you want done to put things right.

Having looked at your complaint your MP will let you know the best way to deal with it. If your MP does ask us to investigate your case, we will look carefully at all the information you have provided and send you, and your MP, a reply telling you what we are going to do about it.

If you have any questions about what I have set out above, please get in touch with me using the contact details below.

Yours sincerely

Subject: Update/Fwd: Complaint against Liverpool County Court

Hi,

I’ve thought more about this complaint now.

And the HM Courts-Service failed to reply to my e-mails, when I complained to them about the missing letter etc., before I was thrown out.

So I think I’ve really been harassed by this institution, (HM Courts-Service).

So I think the Parliamentary Ombudsman should deal with this complaint really now.

Hope this is alright!

Yours sincerely,

Erik Ribsskog

Hi,

your Court threw me out from my old address, so I’m not going to get any letter sent to that address.

Dear Mr Ribsskog,

Court complaint reference: 00045/473/1112/1

Thank you for your email below, in which you raise concerns about proceedings that took place at Liverpool County Court.

It appears that the court has not had an opportunity to formally respond to your complaint. Therefore, your email has been forwarded to Liverpool County Court to be formally logged as a complaint and investigated. This being in accordance with the current complaints procedure. The court aims to send you a reply by 27 October and you should receive a copy in the post approximately two days later.

If, however, you should wish to make enquiries about the progress of your complaint, I would suggest that you contact the court direct by telephoning 0151 296 2200 or by emailing enquiries@liverpool.countycourt.gsi.gov.uk
