This with just saying ‘out of date’, is like something Balderick in Black Adder would have said.
Please don’t f*ck around, Norwegians hate being treated like that, and you are in the EU now, eighter you like it or not.
I’ve also contacted you about Income Support earlier, in 2010, but then you didn’t reply at all, you just moved my debt back from the Bailiff, or at least part of the debt, since you have kept my dept on one Bailiff account and one secret account it seems.

But I called you in November 2008 about this, so you are clearly lieing.
You moved my debt, to be withdrawn, from my Jobseekers Allowance, in 2010, but you didn’t put all the debt, on that account.
This means someone have messed with my Council Tax-account, I think.

I have not accused you of committing a crime. I have asked repeatedly if you could confirm whether or not you have made a claim for the back dated benefit. As previously explained, my reason for asking this is because you may have a right to appeal if you have made an actual claim and had a formal decision. So far you have refused to answer this question so I am unable to offer the appropriate advice.
I cannot assist you if you are unable to answer questions or keep sending us information about a complaint with the Job Centre from 2011. Please feel free to contact the Parliamentary Ombudsman but as they do not deal with complaints about councils it is unlikely that they will be able to assist you.

As explained in my previous email. The complaint that you sent to the Jobcentre in 2011 is a different complaint and we are unable to assist you with this as it was regarding deductions to your Job Seekers Allowance.

Dear Mr Ribsskog,
Thank you for your email.
The complaint you made to us in October 2011 was regarding a council tax debt that had been passed to bailiffs. The complaint you have contacted us about recently is that the council are have refused to allow you to back date a claim of council tax benefit. I understand it is regarding the same council tax debt but they are two separate complaints.
If you have made a claim to the council for back dated council tax benefit and have had a formal decision then you may the right to appeal this. If you have just asked the council if this is possible then we may be able to consider a complaint about the advice you were given.
Could you please confirm whether or not you have made an actual claim for the benefit to be backdated or if you have simply asked the council if it is possible?

Thank you for your further e-mail dated 14 February 2013.
If you are referring to the previous complaint from October 2011, under reference 11 012 993, you were advised at that time also to raise a formal complaint with Liverpool City Council. If you did so, and the Council responded to your complaint but failed to resolve it, you would have had the opportunity to refer the complaint back to the Local Government Ombudsman 12 weeks after you had raised the complaint, or before if you had received a final response from the Council referring you on to the Ombudsman.
A complaints procedure is a process that is used to investigate complaints.
As previously advised, unless you have completed the complaints procedure with Liverpool City Council the Local Government Ombudsman is not in a position, by law, to consider your complaint for investigation.
Therefore, my previous advice to you still stands.
