    Hi,

    thank you for your e-mail!
I understand that this is a matter for the Jobcentre.
I'm also in a process of dealing with the Jobcentre regarding this.

But for the third time, this is a _complaint_ on the Jobcentre, since they have ignored, that I'm self-employed.

    This is a complaint.
Do I need to write complaint in large letters, I'm wondering now.

Can you please escalate this to your line-manager.
Maybe he/she is going to understand.

    Hi,

my complaint is that I should have been put on a programme like this earlier.
I've updated the Jobcentre about my webshop, the whole time.
So my complaint is that the Jobcentre have ignored a web-shop I have set up, for many months.

    When I have this web-shop, I'm really Self-Employed, I think.
But the Jobcentre have ignored this, (even if I've explained a lot of times).
They should have reflected on this, and then informed me about the arrangements for people who have their own businesses.

    Yours sincerely,

    Erik Ribsskog

    Hi,

I have a web-shop, and think I should be allowed to be on a programme, (that I've heard of), for people who wants to start their own companies.
Through the Jobcentre, since I'm unemployed.

The Jobcentre, at Williamsson Sq., in Liverpool, just called my web-shop a 'hobby', and ignored it.
Later they put me on the Work Programme with Ingeus, which I'm still on after the Liverpool County Court threw me out in Liverpool, (after an unfair process where I didn't get informed about a hearing).

I'm now on the Work Programme with Ingeus in Sunderland.
I think I should be on the programme for people who wants to run their own businesses, with the Jobcentre.

Since it doesn't seem to me that the Work Programme is for self-employed people:

    Yours sincerely,

    Erik Ribsskog

    Hi,

    thanks for including the complaints!

    Question 1:

I got a degree, from Oslo University College, called ‘Hoegskolekandidat’ in IT.

    Question 2:

It was Jet Employability-team, in Weaverthree, who informed me about which level my degree was.

They said it was comparable with a Higher National Diploma or a Foundation Degree.

I think complaint C got a bit wrong after ICE ‘helped’ me refrase it.

And there have been a lot of complaints.

So I’m not sure about the numbers now.

I don’t remember the level 4 and 5 stuff any longer now, since this was in 2010.

But Jet Employability team told me my degree was comparable with a Higher National Diploma or/and a Foundation Degree.

    Question 3:

I don’t remember which meeting it was, that was on 14th of July, last year, unfortunately.

There were many meetings at the Jobcentre, last summer.

I remember a meeting with Mr. Winter and another Jobcentre-staff, but I don’t remember the agenda now, unfortunately.

I remember that Mr. Winter grabbed hold of me, at the ‘Jobseeker-machine’, and dragged me to a meeting with him and a collegue.

When I was just at the Jobcenter, for a regular ‘sign on-meeting’, I think it was.

This is more than a year ago now, so sorry that I don’t remember the details.

It would have been easier, (if I can add a complaint), if ICE would deal with complaints sooner.

    Yours sincerely,

    Erik Ribsskog

    Dear Mr Ribsskog
Thank you for your email of 18 October 2011. As requested please find below the elements of complaint we are investigating for you and my questions:
    A. On 20 May 2010 Jobcentre Plus informed you that you would have to attend an interview on 3 June 2010. It informed you that this was regarding ‘Employment Zones’ but failed to explain what this was or to provide you with the correct literature regarding this. As a result you were not prepared when attending the meeting.
    B. The literature that you received from Sencia (Your Employment Zone provider) contained three different addresses. Jobcentre Plus failed to mark which was the correct one causing you to miss an appointment, and as a result your Jobseekers Allowance (JSA) was stopped. Jobcentre Plus has failed to fully investigate this.
    C. Jobcentre Plus has informed you that a degree you obtained from Oslo University was the equivalent of HND level 4. You have advised that it should be level 5 but it has failed to fully investigate this.
    D. On 1 July 2010 you were asked to attend your fortnightly signing on appointment Williamson Square Jobcentre at 11.15 on 14 July 2010. You were not informed that this would also be a sanction meeting and, when attending this appointment, you were informed that you should have been there at 9.30.
    E. You have asked Jobcentre Plus to clarify why you were interviewed by two people instead of one at the above meeting. It has failed to provide a satisfactory response.
    My questions:
    1. What degree did you obtain from Oslo University College?
    2. Why do you think your degree is equivalent to a HND level 5 rather than a HND level 4, and what proof do you have to support your assertion?
    3. In element E of your complaint you say that two people interviewed you at a meeting on 14 July 2010. I have seen no evidence of a meeting on 14 July 2010. Do you mean the sanction meeting which took place on 26 August 2010? Please explain which meeting you are referring to and who were the two people present at this meeting?
I would appreciate a response as soon as possible. Thank you.

Further to my colleague, Mrs Yates’s email of 30 August 2011, I am writing to advise you that your case has been allocated to me for investigation. I am currently previewing the evidence provided by Jobcentre Plus and the correspondence you have already sent to this office. I would like you to confirm your current address (we currently hold your Liverpool address on our computer system) as you indicated in an email sent in September 2011 that you had moved to Sunderland. If this is correct could you please supply me with your new full address.
I will be updating you on the progression of the investigation every six weeks.

    Subject: Regarding my web-shop

    To: Contact-Us@jobcentreplus.gsi.gov.uk

    Hi,

I have a web-shop, (www.godtebutikken.net), where I sell Glacier Mints and other sweets, to Norway, since they’ve quite recently stopped selling Glacier Mints in the shops there.

I haven’t had much money to use on marketing, so I only get about one order a week.

    (Something like this).

Mark, at the Jobcentre, in Williamson Sq., in Liverpool, said the webshop was a hobby, and I didn’t need to update the Jobcentre, about this webshop.

I’ve since moved to Sunderland, since I planned to study here, (I’m an old student from the University of Sunderland).

The University and I have had a dispute, (which I’m not going to go into detail about), so I’m now not going to study anyway.

    So I’m still a job-seeker.

But Anita Ford, at the Jobcentre, here in Sunderland, wanted me to tell the Jobcentre, as soon as I earned money on the webshop.

It’s just a few pounds a month, which I normally earn.

(And I had some loss around Halloween last year).

Do you have any courses in accounting, that I could go on, so that I know which expenses I can deduct etc., for the web-shop?

Since I have to walk to different shops to buy the different sweets, can I deduct like shoes etc., I’m wondering.

Do you have courses regarding running businesses I was wondering.

Hope you can clear up about this, since I don’t have much founds, and don’t want to risk a sanction in my Jobseekers Allowance due to e.g. a misunderstanding surrounding the webshop.

    Hope this is alright!

    Yours sincerely,

    Erik Ribsskog

We will write to you again in six weeks time to keep you advised of progress, however you may hear from us before this if an investigation officer becomes available, at which time they will contact you direct, and provide you with the opportunity to discuss your complaint in more detail.

In the meantime, should you need any help or further advice, please feel free to telephone me on 0151 802 3022 or e-mail for my attention to ice@dwp.gsi.gov.uk

    Yours sincerely

    Lorainne Yates

    Investigation Officer
